What does “paid by you” mean?

So I'm getting a job teaching kids. they emailed me and i can't understand the meaning of "paid by you" in the below sentence.
• you have (or will do) a mandatory Vulnerable Service Sector Police check. This costs $65. Our company will do all of the paperwork IF you reside in our town. The balance is paid by you in training hours (4.5 hours @ $14/hr)
Does it mean that I have to pay the $65 and then they will pay me back?
P.S. They have a 4.5 hours training so i could shadow a teacher.
