“Extreme temperatures” vs “High Temperatures” in this context

I am doing an FCE multiple choice task in which I have to choose between high and extreme in this context.
Most bushfires happen when temperatures are extreme/high and
conditions are dry and windy.
According to the key, the answer is high. However, how are students expected to know it is not extreme, since if we are discussing fires, extreme temperatures are what first strikes me as the right answer?

high temperature for the region and last for several weeks are defined
