What is a word for a war said to be fought for one reason, but really for another?

I need a word for a war which is fought for one purpose, say coal reserves, but where each side knows that the war is about more than just coal. Say, for example, political power.
Each side, for example, might gain or lose the support of followers because of this battle for coal. Or, maybe the war is being fought by two larger governments, and it's pretty much a war between them but played off as a battle over coal.
An example usage might be, "Party A and Party B are fighting a [insert word here] over taxes. It's really about party power!"

I'm pretty sure it's called "war". I would struggle to find, anywhere in history, an example of a war which was actually fought for the claimed justification.
